I chose this midrash, the second for the parsha because it reminded me of a conversation I had recently with some people who were trying to get a loan from the bank. In our difficult time, the banks are only lending to those who have money and really do not need the cash. Why? look at the midrash to understand the reasoning. Yet while we would like the logic to actually support those who need the loans, the reasoning can help us understand the challenge to Rabbi Yose and why he promoted the logical construct that we find potentially appalling in our time.
What does it mean to be gifted or talented? The reasoning seems to apply for those who receive God given gifts. It is a gift and then God helps refine the talent more.

מדרש תנחומא (ורשא) פרשת ויקהל סימן ב
(שמות לה:לא) " וַיְמַלֵּא [לא:ג וָאֲמַלֵּא] אֹתוֹ רוּחַ אֱלֹקִים בְּחָכְמָה בִּתְבוּנָה וּבְדַעַת וּבְכָל מְלָאכָה"
And He filled him with the spirit of God, in wisdom, in understanding, and in knowledge, and in all manner of workmanship.
שכבר היתה בו חכמה.
למדך שאין הקדוש ברוך הוא ממלא חכמה אלא למי שיש בו כבר.
Because he already possessed wisdom. This teaches that the Holy One blessed be He infuses with wisdom those who already posses it.
מטרונה אחת שאלה את רבי יוסי בר חלפתא, 'מהו שכתב (דניאל ב:כא) "וְהוּא מְהַשְׁנֵא עִדָּנַיָּא וְזִמְנַיָּא מְהַעְדֵּה מַלְכִין וּמְהָקֵים מַלְכִין יָהֵב חָכְמְתָא לְחַכִּימִין וּמַנְדְּעָא לְיָדְעֵי בִינָה"? לטפשים היה צריך לומר!'
A matron asked Rabbi Yose, what is the scripture "and He changes the times and seasons, deposing kings, and establishing kings, gives wisdom to the wise and imparts knowledge to those of understanding" It should have been given to the simpletons!
אמר לה, 'בתי, אם יבואו אצלך שנים, אחד עני ואחד עשיר, והן צריכין ללות ממך ממון, לאיזה מהם אנת מלוה?'
אמרה לו: 'לעשיר'
אמר לה: 'ולמה?'
אמרה לו: 'שאם יחסר יהיה לו ממון שיפרע, אבל עני, אם יאבד מעותי מהיכן יפרע?'
He (Rabbi Yose) replied to her, 'my daughter, if two people, one poor and one rich, would approach you for a loan, who would you lend to?
She answered him, 'to the rich man'
He said to her, 'and why?'
She said to him,'that if one would lose the amount, he would have money to repay, but the poor fellow, if he would lose my money, from where would he repay the loan?'
אמר לה: 'ישמעו אזניך מה שפיך מדבר. כך אם היה הקדוש ברוך הוא נותן חכמה לטפשין היו יושבין בבתי כסאות ובמבואות מטונפות ובבתי מרחצאות ואין מתעסקין בה. אלא נתנה היה הקדוש ברוך הוא לחכמים שיהו יושבין בישיבת זקנים בבתי כנסיות ובבתי מדרשות ועוסקין בה. לכך כתיב "וָאֲמַלֵּא", מלא מי שהיה בו כבר חכמה, "בִּתְבוּנָה וּבְדַעַת וּבְכָל מְלָאכָה".
He said to her, 'your ears should hear what your lips speak. Similarly, if God were to give wisdom to the simpletons, they would sit in the bathhouses and disgusting places and not utilize the wisdom. Rather, God gave it to the wise men that they should sit in the gathering of the elders in the synagogues and study halls and utilize the wisdom. Therefore the scripture writes "and I will fill", fill, he who had wisdom already, in understanding and knowledge of craft'
וכן את מוצא ביהושע, (דברים לד:ט) "וִיהוֹשֻׁעַ בִּן נוּן מָלֵא רוּחַ חָכְמָה כִּי סָמַךְ מֹשֶׁה אֶת יָדָיו עָלָיו וַיִּשְׁמְעוּ אֵלָיו בְּנֵי יִשְׂרָאֵל וַיַּעֲשׂוּ כַּאֲשֶׁר צִוָּה יקֹוק אֶת מֹשֶׁה" שכבר היה בו.
Similarly you find in Joshua, "and Joshua the son of Nun, was filled with the spirit of wisdom, because Moshe had rested his hands on him and the Children of Israel listened to him and they did as God commanded Moshe"
החנוני הזה, אדם הולך ליקח ממנו יין או דבש או שמן ומורייס. כשהחנוני פקח, מריח בכלים, אם היה של יין נותן לתוכו יין, כן כלי של שמן ושל דבש ושל מורייס. והקב"ה כשרואה באדם שיש בו רוח חכמה ממלאו, הוי “ואמלא אותו רוח” שכבר היה בו.
This grocer, a person would go to purchase wine or honey or oil or fish oil. When the grocer is sharp, he would sniff the jars and fill wine in the wine jug and oil into oil and of honey and of fish oil. The Holy One blessed be He, when He sees in a person that he has scent of wisdom He fills him up. That is 'And I will fill him up with spirit', that he already possessed it.
