Rather than use the tochecha, rebuke, for the commentary, the midrash uses a verse from Hosea, which very succinctly summarizes the issue. If we act as we are disgusted with the mitzvoth then God will act as I he is disgusted with us. Similarly if we do not genuinely follow the mitzvoth then He will not genuinely follow the plan He Laid out in the Torah. Namely, we lose the protections and privileges that are promised us in the Torah.

What does it mean to not listen to God? What does it mean to become disgusted with someone? The midrash gives us a cue in the word play with the word עזבו . It is not that the people left- it is that they are leaving- they act as if they are indifferent and always about to leave so the mitzvoth are void of meaning and depth.

מדרש תנחומא (ורשא) פרשת בחוקותי סימן ב

(ויקרא פרק כו:ג)"אִם בְּחֻקֹּתַי תֵּלֵכוּ [וְאֶת מִצְוֹתַי תִּשְׁמְרוּ וַעֲשִׂיתֶם אֹתָם]"

"If you will follow my statutes and observe my commandments and do them"

זה שאמר"הכתוב (הושע ט:יז)"יִמְאָסֵם אֱלֹקַי כִּי לֹא שָׁמְעוּ לוֹ [וְיִהְיוּ נֹדְדִים בַּגּוֹיִם]"

This is what the scripture wrote: "My God will be disgusted with them because they did not listen to Him; and they shall be wanderers among the nations"

אמר הקדוש ברוך הוא: 'אני אמרתי שתהיו נטועים בשלוה שנאמר( עמוס ט:טו) "וּנְטַעְתִּים עַל אַדְמָתָם [וְלֹא יִנָּתְשׁוּ עוֹד מֵעַל אַדְמָתָם אֲשֶׁר נָתַתִּי לָהֶם אָמַר יְדֹוָד אֱלקֶיךָ]" אימתי? "אִם בְּחֻקֹּתַי תֵּלֵכוּ" (ויקרא כו:ה) "[וְהִשִּׂיג לָכֶם דַּיִשׁ אֶת בָּצִיר וּבָצִיר יַשִּׂיג אֶת זָרַע] וַאֲכַלְתֶּם לַחְמְכֶם לָשֹׂבַע וִישַׁבְתֶּם לָבֶטַח בְּאַרְצְכֶם"
אתם לא עשיתם כן אלא (מלכים ב יז: ט)"וַיְחַפְּאוּ בְנֵי יִשְׂרָאֵל דְּבָרִים אֲשֶׁר לֹא כֵן עַל יְדֹוָד אֱלקֵיהֶם [וַיִּבְנוּ לָהֶם בָּמוֹת בְּכָל עָרֵיהֶם מִמִּגְדַּל נוֹצְרִים עַד עִיר מִבְצָר]"

Said The Holy One, blessed be He, I said that you will be stationed in peace as it says " And I will plant them upon their land, and they shall no more be plucked up out of their land which I have given them, said the Lord your God." When? "If you will follow my statutes" " And your threshing will reach to the grapes, and the grapes will reach unto the sowing time; and you will eat your bread to satiety, and dwell in your land safely."
(However,) You did not do this. Rather "and the children of Israel did impute things that were not right unto the Lord their God, and they built them platforms in all their cities, from the tower of the watchmen to the fortified city;"

אתם נתתם עלי אשר לא כן ואף אני נתתי עליכם אשר לא כתוב בתורתי (דברים כח:סא) "גַּם כָּל חֳלִי וְכָל מַכָּה אֲשֶׁר לֹא כָתוּב [בְּסֵפֶר הַתּוֹרָה הַזֹּאת יַעְלֵם יְדֹוָד עָלֶיךָ עַד הִשָּׁמְדָך]"

You gave to me as not like this and even I will give to you as is not written in My Torah " Also every sickness, and every plague, which is not written in the book of this law, them will the Lord bring upon you, until you will be destroyed"

ומה הם דברים שלא כן נתתם עלי שכן ישעיה אמר (ישעיהו א:ד) "[הוֹי גּוֹי חֹטֵא עַם כֶּבֶד עָוֹן זֶרַע מְרֵעִים בָּנִים מַשְׁחִיתִים] עָזְבוּ אֶת יְדֹוָד נִאֲצוּ אֶת קְדוֹשׁ יִשְׂרָאֵל נָזֹרוּ אָחוֹר"

And what were these things that you gave to Me undeserved. As Isaiah said " Oh sinful nation, a people heavy with iniquity, a seed of evil-doers, corrupt children; they have left the Lord, they have contempt for the Holy One of Israel, they are turned backward”

אל תאמר עזבו אלא עוזבו אתי כביכול. למה? אלא אני נקראתי (שמות לד:ו) "[וַיַּעֲבֹר יְדֹוָד עַל פָּנָיו וַיִּקְרָא] יְדֹוָד יְדֹוָד אֵל רַחוּם וְחַנּוּן [אֶרֶךְ אַפַּיִם וְרַב חֶסֶד וֶאֱמֶת]" ומפני עונותיכם עשיתם אותי לאכזרי והפכתם מדת רחמנותי לאכזריות שנאמר (איכה ב: ה) " הָיָה אֲדֹ-נָי כְּאוֹיֵב בִּלַּע יִשְׂרָאֵל בִּלַּע כָּל אַרְמְנוֹתֶיהָ שִׁחֵת מִבְצָרָיו וַיֶּרֶב בְּבַת יְהוּדָה תַּאֲנִיָּה וַאֲנִיָּה"

Do not say they left, rather as if they are leaving me. Why? Rather I was called "And the Lord passed before him, and proclaimed: 'The Lord, the Lord, God, merciful and gracious, long-suffering, and abundant in goodness and truth; And because of your iniquities you made me embittered and caused my merciful character to become vengeful as it says “The Lord is become as an enemy, He hath swallowed up Israel; He hath swallowed up all her palaces, He hath destroyed his strongholds; and He hath multiplied in the daughter of Judah mourning and moaning.”

וכן הוא אומר(ישעיהו סג: י)"וְהֵמָּה מָרוּ וְעִצְּבוּ אֶת רוּחַ קָדְשׁוֹ וַיֵּהָפֵךְ לָהֶם לְאוֹיֵב הוּא נִלְחַם בָּם"
לפיכך אמר הושע: 'מי גרם לכם כל כך על אשר לא שמעתם )"יִמְאָסֵם אֱלֹקַי כִּי לֹא שָׁמְעוּ לוֹ" וכתיב (דברים כח:סה) "בַגּוֹיִם הָהֵם לֹא תַרְגִּיעַ [וְלֹא יִהְיֶה מָנוֹחַ לְכַף רַגְלֶךָ וְנָתַן יְדֹוָד לְךָ שָׁם לֵב רַגָּז וְכִלְיוֹן עֵינַיִם וְדַאֲבוֹן נָפֶש]"

Similarly he says: But they rebelled, and grieved His holy spirit; therefore He was turned to be their enemy, Himself fought against them. Therefore Hosea said who caused this to you "God will be disgusted with you because you did not listen to Him." And it is written "Among these nations you will have no repose, and there shall be no rest for the sole of thy foot; and the Lord gives you there a trembling heart, and failing of eyes, and languishing of soul.

ד"א"אִם בְּחֻקֹּתַי תֵּלֵכוּ" (ויקרא כו:ד) " וְנָתַתִּי גִשְׁמֵיכֶם בְּעִתָּם [וְנָתְנָה הָאָרֶץ יְבוּלָהּ וְעֵץ הַשָּׂדֶה יִתֵּן פִּרְיו]" ֹ(ויקרא כו:יד) " וְאִם לֹא תִשְׁמְעוּ לִי וְלֹא תַעֲשׂוּ אֵת כָּל הַמִּצְוֹת הָאֵלֶּה" "ונתתי את שמיכם כברזל" וכן הוא אומר (חגי א: י) "עַל כֵּן עֲלֵיכֶם כָּלְאוּ שָׁמַיִם מִטָּל וְהָאָרֶץ כָּלְאָה יְבוּלָהּ" שבשביל עונותיכם אף העכו"ם לוקין.
אריב"ל אלו היו יודעין העכו"ם שבשביל עונות ישראל הם לוקין היו מעמידין להם ב' איסטרטיוטין לכל אחד ואחד מישראל כדי שישמעו את התורה ושלא יחטאו. ולא דיין שאין העכו"ם משמרין את ישראל אלא עוד הן מבטלין אותן מן המצות שאם יחטאו כל העולם לוקה. שנאמר על כן עליכם כלאו שמים מטל, ואם אינם חוטאין כל העולם מתברך בשבילם שנאמר (בראשית כו: ד) "וְהִרְבֵּיתִי אֶת זַרְעֲךָ כְּכוֹכְבֵי הַשָּׁמַיִם וְנָתַתִּי לְזַרְעֲךָ אֵת כָּל הָאֲרָצֹת הָאֵל וְהִתְבָּרֲכוּ בְזַרְעֲךָ כֹּל גּוֹיֵי הָאָרֶץ "
וא"ל הקב"ה למשה:' אתם ראיתם כי מן השמים דברתי עמכם (שמות כ:יט) "לֹא תַעֲשׂוּן אִתִּי אֱלֹהֵי כֶסֶף וֵאלֹהֵי זָהָב לֹא תַעֲשׂוּ לָכֶם" שאם תחטאו איני עונה אתכם שנאמר (זכריה ז:יג) "וַיְהִי כַאֲשֶׁר קָרָא וְלֹא שָׁמֵעוּ כֵּן יִקְרְאוּ וְלֹא אֶשְׁמָע אָמַר יְדֹוָד צְבָאוֹת"
