For the portion of Re'eh, Moses presents the people with the understanding of free choice. But with free choice comes consequences. If you cannot assign blame for your mistakes then you will be culpable for your actions.

מדרש תנחומא (ורשא) פרשת ראה סימן א
א) (דברים יא:כו) "רְאֵה אָנֹכִי נֹתֵן לִפְנֵיכֶם הַיּוֹם בְּרָכָה וּקְלָלָה"

"Behold, I set before you this day a blessing and a curse"

זה שאמר הכתוב (ירמיהו כא:ח) " וְאֶל הָעָם הַזֶּה תֹּאמַר כֹּה אָמַר יְדֹוָד הִנְנִי נֹתֵן לִפְנֵיכֶם אֶת דֶּרֶךְ הַחַיִּים וְאֶת דֶּרֶךְ הַמָּוֶת" וכתיב (תהלים עח:א) " מַשְׂכִּיל לְאָסָף הַאֲזִינָה עַמִּי תּוֹרָתִי הַטּוּ אָזְנְכֶם לְאִמְרֵי פִי" וכתיב (דברים ד:ט) " רַק הִשָּׁמֶר לְךָ וּשְׁמֹר נַפְשְׁךָ מְאֹד פֶּן תִּשְׁכַּח אֶת הַדְּבָרִים אֲשֶׁר רָאוּ עֵינֶיךָ וּפֶן יָסוּרוּ מִלְּבָבְךָ כֹּל יְמֵי חַיֶּיךָ וְהוֹדַעְתָּם לְבָנֶיךָ וְלִבְנֵי בָנֶיךָ" וכתיב (דברים ד:י) "יוֹם אֲשֶׁר עָמַדְתָּ לִפְנֵי יְדֹוָד אֱלֹהֶיךָ בְּחֹרֵב בֶּאֱמֹר יְדֹוָד אֵלַי הַקְהֶל לִי אֶת הָעָם וְאַשְׁמִעֵם אֶת דְּבָרָי אֲשֶׁר יִלְמְדוּן לְיִרְאָה אֹתִי כָּל הַיָּמִים אֲשֶׁר הֵם חַיִּים עַל הָאֲדָמָה וְאֶת בְּנֵיהֶם יְלַמֵּדוּן"

This is what the scripture said “And you shall say to this people: Thus says the Lord: Behold, I set before you the way of life and the way of death” And it is written “Maschil of Asaph. Give ear, my people to my teaching; incline your ears to the words of my mouth.” And it is written “Only take heed to thyself, and keep thy soul diligently, lest you forget the things which your eyes saw, and lest they depart from your heart all the days of your life, and make them known to your children and your grandchildren” And it is written “the day that you stood before the Lord, your God in Horeb, when the Lord said to me: 'Assemble to Me the people, and I will make them hear My words that they may learn to be in awe of Me all the days that they live upon the earth, and that they may teach their children.'”

ללמדך שכל מי שמתבטל מן התורה כאלו כופר בהקב"ה, שלא נתן תורה לישראל אלא כדי שיעסקו בה יומם ולילה. שנאמר, (יהושע א:ח) " לֹא יָמוּשׁ סֵפֶר הַתּוֹרָה הַזֶּה מִפִּיךָ וְהָגִיתָ בּוֹ יוֹמָם וָלַיְלָה לְמַעַן תִּשְׁמֹר לַעֲשׂוֹת כְּכָל הַכָּתוּב בּוֹ כִּי אָז תַּצְלִיחַ אֶת דְּרָכֶךָ וְאָז תַּשְׂכִּיל"
וכתיב (תהלים א:ב) "כִּי אִם בְּתוֹרַת יְדֹוָד חֶפְצוֹ וּבְתוֹרָתוֹ יֶהְגֶּה יוֹמָם וָלָיְלָה"
וכל העוסק בתורה ומקיימה כאלו קבלה מהר סיני. לפיכך כתיב "וְהוֹדַעְתָּם לְבָנֶיךָ וְלִבְנֵי בָנֶיךָ" וסמיך ליה "יוֹם אֲשֶׁר עָמַדְתָּ לִפְנֵי יְדֹוָד אֱלֹקֶיךָ בְּחֹרֵב"

This teaches that all who squander their Torah study are considered as if they deny he Holy One, blessed be He. That He did not give the Torah to Israel except for they should occupy themselves with it day and night. As it says “This book of the law shall not depart out of thy mouth, but thou shalt meditate therein day and night, that thou mayest observe to do according to all that is written therein; for then thou shalt make thy ways prosperous, and then thou shalt have good success” And it is written “But his delight is in the law of the LORD; and in His law doth he meditate day and night.” And all who occupy themselves with Torah and fulfill her are considered as if they received it at Sinai. Therefore it is written “and make them known to your children and your grandchildren” and juxtaposed to it ““the day that you stood before the Lord, your God in Horeb”

כשבא אסף התחיל לומר (תהלים עח:א) "מַשְׂכִּיל לְאָסָף הַאֲזִינָה עַמִּי תּוֹרָתִי הַטּוּ אָזְנְכֶם לְאִמְרֵי פִי"
וכן שלמה אמר (משלי ד:ב) "כִּי לֶקַח טוֹב נָתַתִּי לָכֶם תּוֹרָתִי אַל תַּעֲזֹבוּ"

When Asaph came he began to say "“Maschil of Asaph. Give ear, my people to my teaching; incline your ears to the words of my mouth.” And similarly Solomon said "For I give you good doctrine; forsake ye not my teaching."

אמרו ישראל לאסף, וכי יש תורה אחרת? שאתה אומר "הַאֲזִינָה עַמִּי תּוֹרָתִי"! כבר קבלנוה מהר סיני?!
אמר להם, פושעי ישראל אומרים שהנביאים והכתובים אינן תורה ואינם מאמינין בהם
שנאמר (דניאל ט:י) "וְלֹא שָׁמַעְנוּ בְּקוֹל יְדֹוָד אֱלֹהֵינוּ לָלֶכֶת בְּתוֹרֹתָיו אֲשֶׁר נָתַן לְפָנֵינוּ בְּיַד עֲבָדָיו הַנְּבִיאִים" הרי שהנביאים וכתובים תורה הם, לכך נאמר "הַאֲזִינָה עַמִּי תּוֹרָתִי"

Israel said to Asaph, and is there another Torah? That you say " Give ear, my people to my teaching"! We already received the Torah at mount Sinai?! HE said to them, the sinners of Israel say that the prophets and the writings are not of the Torah, and they do not believe in them, as it says" neither have we hearkened to the voice of the Lord our God, to walk in His laws, which He set before us by His servants the prophets."
