What does it mean to be chosen by God?
One would think that God knows the inner workings of a person. Psalms teach that “God knows the thoughts that are in man’s heart”. So why the test?
Perhaps it is to show us the worthiness of the candidate as that is the natural way of becoming a leader. Or is it to show the leader that he can do it?

מדרש תנחומא (ורשא) פרשת שמות סימן ז
(שמות ג:א) "וּמֹשֶׁה הָיָה רֹעֶה אֶת צֹאן יִתְרוֹ חֹתְנוֹ כֹּהֵן מִדְיָן וַיִּנְהַג אֶת הַצֹּאן אַחַר הַמִּדְבָּר וַיָּבֹא אֶל הַר הָאֱלקִים חֹרֵבָה"

“And Moses was tending the flock of Jethro his father-in-law, the priest of Midian; and he led the flock to the farthest end of the wilderness, and came to the mountain of God, unto Horeb.”

"וּמֹשֶׁה הָיָה רֹעֶה" זה שאמר הכתוב (משלי ל:ה) "כָּל אִמְרַת אֱלוֹ-הַּ צְרוּפָה מָגֵן הוּא לַחֹסִים בּו"
אין הקדוש ברוך הוא נותן גדולה לאדם עד שבודקו בדבר קטן ואחר כך הוא מעלהו לגדולה. שני גדולי עולם נבדקו ונמצאו נאמנים והביאן הקדוש ברוך הוא לגדולה.

“And Moses was tending the flock “This is what scripture said, “Every word of God is tried; He is a shield unto them that take refuge in Him.” The Holy One, blessed be He, does not grant greatness to a person until He investigates him in a minor matter and then elevates him to greatness. Two of the greatest men of the world were investigated and found to be trustworthy and they were brought by the Holy One, blessed be He, to greatness.

בדק לדוד בצאן. מה עשה דוד? הוליכן למדבר להרחיקן מן הגזל, שכן אליאב אחיו אומר לו (שמואל א,יז:כח) "[וַיִּשְׁמַע אֱלִיאָב אָחִיו הַגָּדוֹל בְּדַבְּרוֹ אֶל הָאֲנָשִׁים וַיִּחַר אַף אֱלִיאָב בְּדָוִד וַיֹּאמֶר] לָמָּה זֶּה יָרַדְתָּ וְעַל מִי נָטַשְׁתָּ מְעַט הַצֹּאן הָהֵנָּה בַּמִּדְבָּר אֲנִי יָדַעְתִּי אֶת זְדֹנְךָ וְאֵת רֹעַ לְבָבֶךָ כִּי לְמַעַן רְאוֹת הַמִּלְחָמָה יָרָדְתָּ"
אמר לו הקדוש ברוך הוא, 'נמצאת נאמן על הצאן אני אמסור לך את צאני שתרעה אותם' דכתיב, (דברי הימים א,יא:ב) "גַּם תְּמוֹל גַּם שִׁלְשׁוֹם גַּם בִּהְיוֹת שָׁאוּל מֶלֶךְ אַתָּה הַמּוֹצִיא וְהַמֵּבִיא אֶת יִשְׂרָאֵל וַיֹּאמֶר יְדֹוָד אֱלֹקֶיךָ לְךָ אַתָּה תִרְעֶה אֶת עַמִּי אֶת יִשְׂרָאֵל וְאַתָּה תִּהְיֶה נָגִיד עַל עַמִּי יִשְׂרָאֵל" הדא הוא דכתיב (תהלים עח:עא) "מֵאַחַר עָלוֹת הֱבִיאוֹ לִרְעוֹת בְּיַעֲקֹב עַמּוֹ וּבְיִשְׂרָאֵל נַחֲלָתוֹ"

David was checked through sheep. What did David do? He guided them to the wilderness to distance them from stealing. And so Eliav his brother said to him [“And Eliab his eldest brother heard when he spoke unto the men; and Eliab's anger was kindled against David, and he said:] 'Why art thou come down? and with whom hast thou left those few sheep in the wilderness? I know thy presumptuousness, and the naughtiness of thy heart; for thou art come down that thou mightest see the battle.”
Said to him the Holy One, blessed be He, ‘You have been found trustworthy with the sheep, I will give to your care my sheep that you should tend them’. As it is written, “In times past, even when Saul was king, it was thou that didst lead out and bring in Israel; and the LORD thy God said unto thee: Thou shalt feed My people Israel, and thou shalt be prince over My people Israel.'” That is what is written, “From following the ewes that give suck He brought him, to be shepherd over Jacob His people, and Israel His inheritance.”

ואף משה היה רועה את צאן יתרו וינהג את הצאן אחר המדבר להרחיקן מן הגזל. אמר לו הקדוש ברוך הוא, 'נמצאת נאמן על הצאן אני אמסור לך צאני שתנהג שנאמר, ( תהלים עז:כא) "נָחִיתָ כַצֹּאן עַמֶּךָ בְּיַד מֹשֶׁה וְאַהֲרֹן"

And even Moshe was shepherding the sheep of Jethro and guided them to the wilderness to distance them from stealing. Said to him the Holy One, blessed be He, ‘you are found to be trustworthy with the sheep, I will give to your care my flock as it is written, “Thou didst lead Thy people like a flock, by the hand of Moses and Aaron”

בא וראה שפרסם הקדוש ברוך הוא מעשיו של משה עד שהוא בן שלשה חדשים שנאמר, (שמות ב:ב,ג) "וַתַּהַר הָאִשָּׁה וַתֵּלֶד בֵּן וַתֵּרֶא אֹתוֹ כִּי טוֹב הוּא וַתִּצְפְּנֵהוּ שְׁלֹשָׁה יְרָחִים. וְלֹא יָכְלָה עוֹד הַצְּפִינוֹ וַתִּקַּח לוֹ תֵּבַת גֹּמֶא וַתַּחְמְרָה בַחֵמָר וּבַזָּפֶת וַתָּשֶׂם בָּהּ אֶת הַיֶּלֶד וַתָּשֶׂם בַּסּוּף עַל שְׂפַת הַיְאֹר"

Come and see that the Holy One, blessed be He, publicized Moshe’s activities as early as 3 months old as it says: “And the woman conceived, and bore a son; and when she saw him that he was a goodly child, she hid him three months. And when she could not longer hide him, she took for him an ark of bulrushes, and daubed it with slime and with pitch; and she put the child therein, and laid it in the reeds by the Nile’s brink.”

נתנתו בתבה השליכתו ליאור. וכתיב, (שמות ב:ה) " וַתֵּרֶד בַּת פַּרְעֹה לִרְחֹץ עַל הַיְאֹר וְנַעֲרֹתֶיהָ הֹלְכֹת עַל יַד הַיְאֹר וַתֵּרֶא אֶת הַתֵּבָה בְּתוֹךְ הַסּוּף וַתִּשְׁלַח אֶת אֲמָתָהּ וַתִּקָּחֶהָ"

She placed him in an ark and sent it on the Nile. And it is written: “And the daughter of Pharaoh came down to bathe in the river; and her maidens walked along by the river-side; and she saw the ark among the flags, and sent her handmaid to fetch it.”

אמר רבותינו ז"ל שירדה לרחוץ מגלולי בית אביה. ויש אומרים שנצטרעה, וכיון שפשטה ידה לאותו צדיק נתרפאת." וַתִּשְׁלַח אֶת אֲמָתָהּ", שנמשכה ידה ונתמתחה. נטלתו והביאתו אצל המצריות להניק אותו ופסל את דדיהן. והרי מותר להניק שכך שנינו בת ישראל לא תניק בנה של עכו"ם אבל עכו"ם מניקה בנה של ישראל ברשותה. מהו ברשותה אוכלת מתחת ידיה ומניקתו, אמר הקב"ה עתיד פה של צדיק זה לדבר עמי למחר יהיו המצריות אומרות זה שהוא מדבר עם השכינה אני הנקתיו לפיכך פסל את דדיהן.

Said our rabbis of blessed memory, that she went down to the Nile to rinse herself from the filth of her father’s house. And there are those who say that she was stricken with leprosy, and when she stretched out her hand towards the righteous one, she was healed. “and sent her handmaid to fetch it” that she stretched out her hand. She took him up and brought him to the Egyptian women to nurse him and they were rendered unfit to nurse him. And it is permissible to nurse from a non Jewess as we have learned, ‘An Israelite daughter should not nurse the son of an idolater, but an idolater can nurse the son of an Israelite woman in her property. What is property? She eats from the Israelite and nurses him. Said the Holy One, blessed be He, in the future the mouth of this righteous one will speak with me. Tomorrow the Egyptian ladies will say that this one who converses with the Divine Presence, I nursed him, therefore they were invalidated.
