What is the notion of perpetual? God promises are not time bound. They can be relied upon to be fulfilled, but the question that eludes us is "when?"

מדרש תנחומא (ורשא) פרשת תצוה סימן יב
(שמות כט:א) "וְזֶה הַדָּבָר אֲשֶׁר תַּעֲשֶׂה לָהֶם לְקַדֵּשׁ אֹתָם לְכַהֵן לִי לְקַח פַּר אֶחָד בֶּן בָּקָר וְאֵילִם שְׁנַיִם תְּמִימִם"

And this is the thing that thou shalt do unto them to hallow them, to minister unto Me in the priest's office: take one young bullock and two rams without blemish,

זה שאמר הכתוב (תהלים קיט:פט) "לְעוֹלָם יְדֹוָד דְּבָרְךָ נִצָּב בַּשָּׁמָיִם" אמר רבי ברכיה הכהן [ב"ר] ,לעולם ה' תהא נוהג עמנו במדת רחמים. אימתי? בשעה שירד אברהם לתוך כבשן האש, היו מלאכי השרת מריבין זה עם זה. זה אומר אני יורד ומצילו. וזה אומר אני יורד ומצילו. מיכאל אומר אני יורד. וגבריאל אומר אני יורד. אמר להן הקדוש ברוך הוא למלאכים, 'אין זו שלכם אלא אני יורד בכבודי ומצילו.' שנאמר, (בראשית טו:ז) "וַיֹּאמֶר אֵלָיו אֲנִי יְדֹוָד אֲשֶׁר הוֹצֵאתִיךָ מֵאוּר כַּשְׂדִּים לָתֶת לְךָ אֶת הָאָרֶץ הַזֹּאת לְרִשְׁתָּהּ"'

This is what the scripture said, " For ever, O LORD, Thy word standeth fast in heaven." Said Rabbi Berachia the Proest [ben Rebbe], Forever God, You should deal with us with the attribute of mercy. When? At the moment that Abraham went down into the furnace, the Ministering Angels, argued with each other. This one said, I will go down and save him, This one said, I will go down and save him. Michael said, I will go down. Gabriel said, I will go down. Said to them, the Holy One, blessed be He, to the angels, 'This is not for you, rather, I will go down in my glory and save him. As it says, " And He said unto him: 'I am the LORD that brought thee out of Ur[light/furnace] of the Chaldees, to give thee this land to inherit it.'

אמר להן הקדוש ברוך הוא למלאכים, 'לבני בניו אתם יורדים ומצילים; כשירדו חנניה מישאל ועזריה לתוך הכבשן, ירד המלאך והצילן, שנאמר, (דניאל ג:כח) "עָנֵה נְבוּכַדְנֶצַּר וְאָמַר בְּרִיךְ אֱלָהֲהוֹן דִּי שַׁדְרַךְ מֵישַׁךְ וַעֲבֵד נְגוֹ דִּי שְׁלַח מַלְאֲכֵהּ וְשֵׁיזִב לְעַבְדוֹהִי דִּי הִתְרְחִצוּ עֲלוֹהִי וּמִלַּת מַלְכָּא שַׁנִּיו וִיהַבוּ <גשמיהון> גֶשְׁמְהוֹן דִּי לָא יִפְלְחוּן וְלָא יִסְגְּדוּן לְכָל אֱלָהּ לָהֵן לֵאלָהֲהוֹן" באותה שעה אמרו מלאכי השרת, (תהלים קיט:פט-צא) "לְעוֹלָם יְדֹוָד דְּבָרְךָ נִצָּב בַּשָּׁמָיִם. לְדֹר וָדֹר אֱמוּנָתֶךָ כּוֹנַנְתָּ אֶרֶץ וַתַּעֲמֹד. לְמִשְׁפָּטֶיךָ עָמְדוּ הַיּוֹם כִּי הַכֹּל עֲבָדֶיךָ"

Said to them, the Holy One, blessed be He, to the angels, 'to his descendants you will descend to save them, When Chananiah, Mishael, and Azariah, went down into the furnace, the angles came down to save him. As it says, " Nebuchadnezzar spoke and said: 'Blessed be the God of Shadrach, Meshach, and Abed-nego, who hath sent His angel, and delivered His servants that trusted in Him, and have changed the king's word, and have yielded their bodies, that they might not serve nor worship any god, except their own God." At that moment said the Ministering Angels, " For ever, O LORD, Thy word standeth fast in heaven. Thy faithfulness is unto all generations; Thou hast established the earth, and it standeth. They stand this day according to Thine ordinances; for all things are Thy servants."

" לְדֹר וָדֹר אֱמוּנָתֶךָ " לדורי דורות קיימת אמונתך שאמרת לנו שאנו יורדין ומצילין לבני בניו של אברהם. "כּוֹנַנְתָּ אֶרֶץ וַתַּעֲמֹד. לְמִשְׁפָּטֶיךָ עָמְדוּ הַיּוֹם " במשפט בראת את הכל, שנאמר, (בראשית א:א)
"בְּרֵאשִׁית בָּרָא אֱלֹקִים אֵת הַשָּׁמַיִם וְאֵת הָאָרֶץ"

"Thy faithfulness is unto all generations" To the end of generations you fulfilled your faithfulness that you said to us, that we would go down to rescue his descendants. "Thou hast established the earth, and it standeth. They stand this day according to Thine ordinances" I justice You created everything as it says, " In the beginning God [Elohim- justice] created the heaven and the earth"

דבר אחר. "לְמִשְׁפָּטֶיךָ עָמְדוּ הַיּוֹם", אפילו היום במשפט הוא יוצא. שנאמר, (צפניה ג:ה) "יְדֹוָד צַדִּיק בְּקִרְבָּהּ לֹא יַעֲשֶׂה עַוְלָה בַּבֹּקֶר בַּבֹּקֶר מִשְׁפָּטוֹ יִתֵּן לָאוֹר לֹא נֶעְדָּר וְלֹא יוֹדֵעַ עַוָּל בֹּשֶׁת"

Another idea. " They stand this day according to Thine ordinances" Even today with Justice he goes out. As it says, " The LORD who is righteous is in the midst of her, He will not do unrighteousness; every morning doth He bring His right to light, it faileth not; but the unrighteous knoweth no shame."

"לְמִשְׁפָּטֶיךָ עָמְדוּ הַיּוֹם", (תהלים קב:כז) "הֵמָּה יֹאבֵדוּ וְאַתָּה תַעֲמֹד וְכֻלָּם כַּבֶּגֶד יִבְלוּ כַּלְּבוּשׁ תַּחֲלִיפֵם וְיַחֲלֹפוּ"
"הֵמָּה יֹאבֵדוּ וְאַתָּה תַעֲמֹד" אתה הוא קיומו של עולם.
דבר אחר. "וְאַתָּה תַעֲמֹד", תעמיד אחרים.
דבר אחר. "וְאַתָּה תַעֲמֹד" בדבריך באיזה דבר שדברת לאהרן שתהא הכהונה מתבוססת בידו.

" They stand this day according to Thine ordinances" "They shall perish, but Thou shalt endure; yea, all of them shall wax old like a garment; as a vesture shalt Thou change them, and they shall pass away;
"They shall perish, but Thou shalt endure" You are the existence of the world.
Another idea: " but Thou shalt endure" You erect others.
Another ideas: "but Thou shalt endure" In your matters. In the thing that you told Aaron that the priesthood will be based in his hands.
